As iPhoto is now part of the iLife suite it isn't included with a  
retail copy of Tiger (or Leopard).  It is however included with a  
'new' machine - so should be on the original disks that came with  
your computer. If that fails you can practically get a free copy of  
the older versions - as people upgrade, and sell.

If you did a archive/install rather than an upgrade, then your old  
copy of iPhoto may have been removed. Casting my mind back I think  
the original disks have iPhoto on them.. try the Install Applications  
and Classic Support on your original disks?

Ideally an upgrade should be used when installing a new OS - to  
retain your application you haven't upgraded - and save re-installing  
- but I find a fresh sparkly install is always nice.
