It doesn't come with the adapter, and it isn't available as a
build-to-order option, but it can be purchased separately ("Apple DVI
to Video adapter", I think).
My Titanium PowerBook G4 has a built-in hybird S-Video connector (7
pin, with composite and audio on the extra 3 pins), and a simple
adapater to take it to composite.

I'm just not sure whether it will work with the latest model. They've
changed the video hardware but kept the DVI connector and it still
supports VGA, so in principle it will work, as long as the necessary
signals are available on the connector and the video hardware can
operate in TV-compatible modes.
It looks like the video hardware can do 1024x768, 800x600 and 640x480
at 4:3 (not stretched), which are the resolutions typically used to
derive NTSC, if the conversion is done in the adapter. It isn't clear
whether it will be able to do PAL, which requires more lines and a
lower frame rate.
