It looks like the iTunes store thinks you are in a different country, 
where these rules apply (probably Canada if it using the term 
"province", though it might be the USA store getting confused).

Go back to the front page on the iTunes store and scroll down to the 
bottom. There is a country selector popup menu. Choose New Zealand. 
(If the list doesn't include New Zealand, then try choosing USA, 
click the Home button at the top of the iTunes store, then change 
country back to New Zealand again.)

Once it is set to New Zealand, you should be able to register an 
account (using a Visa or Mastercard from a New Zealand bank).
