Oh, please, No! Netscape 4.x is the bane of web designers lives as it 
was, and is, truly shocking at rendering modern web pages. That 
browser would be doing your friend a disservice.

Netscape 4 doesn't just fail to render pages properly; it actively 
screws them up really badly.

You need this archive of web browsers:

http://browsers.evolt.org/

Perhaps Internet Explorer 5 would run? That could be a reasonable 
choice as it was pretty good in its day:

http://public.planetmirror.com/pub/browsers/ie/mac/5.0

iCab would be worth a try:

http://browsers.evolt.org/?icab/ppc

The problem is that although many of use are trying to design 
websites that will work satisfactorily with older browsers there are 
many many features of modern websites which really push people into 
current browsers, and therefore modern OSes.
